As part of the two-year process to develop a new strategic plan to address homelessness in Indianapolis, the Coalition for Homelessness Intervention and Prevention (CHIP) asked the Institute to identify potential gaps in service provision in the system. The Institute gathered data and input from a range of sources using both qualitative and quantitative methods. Sources included focus groups of those experiencing homelessness and service providers, stakeholder in from service providers and members of the Continuum of Care, and a survey.en_US
